Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. Overview
Competitive bids were opened on March 2, 2023, for the 2023 Alley Improvements Project. Five contractors picked up bid documents and two bids were received. The low responsible bid was submitted by Triggi Construction, Inc. in an amount of $2,336,308.35. The project is over the available budgeted amount by $34,285 and staff recommends increasing the CDBG funds for the project by this amount in order to construct all the thirteen alleys included in the project.

Background
The 2023 alley project includes rebuilding thirteen alley segments throughout the Village. The alleys being replaced under this contract have an average condition score of 18 with a 100 being a newly constructed alley whereas the overall system average condition score is 63. A map showing the locations of the alleys being replaced as part of this contract is attached.

Work is planned to start in late spring/early summer and be completed by September.

The contractor, Triggi Construction, Inc., has previously completed alley improvements in the Village of Oak Park and has done an excellent job.

Fiscal Impact
The project is proposed to be funded using Community Development Block Grant (CDBG) Funds and Capital Improvement Funds (CIP).

The FY23 Budget has $1,904,488 available for this project in the Capital Improvement Fund, Public Works - Engineering, Alley Improvements account no. 3095-43780-101-570964.

The FY23 Budget includes $400,000 in CDBG funds for this project. Based on the low bid, there is $434,285 of work which qualifies for CDBG funds for alleys in low-moderate income areas. Pending Vill...
