Overview
The Village Board has approved the ability of Oak Park businesses to utilize on-street public parking spaces for outdoor dining in 2020, 2021, and 2022. Again, this year, qualified businesses have been given this opportunity from May 1st through October 31st. Five different businesses have indicated a desire to utilize a combined total of eight (8) public parking spaces for outdoor, on-street dining in 2023. These businesses have submitted applications and signed temporary license agreements that, if approved, will allow the Village to install cement barricades by May for the start of the 2023 outdoor on-street dining program.

Background
Since the start of the COVID-19 emergency in 2020, the Village Board has worked to support local businesses use of on-street public parking spaces for outdoor dining. The desire to continue to support businesses in this manner remains. For the first three years of this program, the Village waived fees associated with the utilization of these on-street public parking spaces. In 2023, businesses seeking to use public parking spaces for outdoor dining will be asked to pay $10 per day, per space, six days per week.
The Village has communicated with businesses who qualify or have utilized on-street dining over the last several years. Five (5) of those businesses have indicated their desire to again utilize on-street dining. These businesses include Mora Oak Park, LLC (dba Mora Asian Kitchen - 201 Harrison Street), Nafpaktos, Inc (dba Papaspiros Agora Bistro - 728 Lake Street), Kettlestrings Kitchen & Tap, Inc. (dba Kettlestrings Tavern - 800 South Oak Park Avenue), Scratch on Lake (733 Lake Street) and Oak Park Waffles, LLC (726 Lake Street).
In April, after the execution of the temporary license agreements, the DCS Department will work with the Village’s Public Works Department to put in place the Village-owned cement barricades at each of the approved locations. The cement barricades were purchased in 2021 and there will be no need to acquire additional barricades.
If additional businesses, who did not submit applications or signed temporary license agreements to the Village by the deadline, indicate a desire to participate in the 2023 on-street dining program, their applications will be reviewed and brought to the Village Board at a later date for consideration.
Fiscal Impact
With the Village Board’s approval of the use of on-street public parking spaces for outdoor dining in 2023, at $10 per day, six days a week, the five businesses whose resolutions are under consideration here, utilizing a total of eight (8) parking spaces, will result in total payments to the Village of $12,720. The Village will be allowing monthly payments due on the first of each month, during the period outlined in the agreements.

Previous Board Action
On March 7, 2022, the Village Board approved (Ordinance 22-16) waiving all fees associated with outdoor dining. On May 2, 2022, the Village Board approved Temporary License Agreements with seven Oak Park businesses seeking outdoor on-street/alleyway dining. On June 6, 2022, the Village Board approved a Temporary License Agreement with one additional Oak Park business for on-street outdoor dining. On February 21, 2023, the Village Board considered (Resolution 23-86) approving the Temporary License Agreement with JD North Blvd. Holdings which established the $10 per space/six days a week rate for utilization of public parking spaces for outdoor dining in 2023.
