Overview
In 2021 the State of Illinois approved three million dollars in Department of Commerce and Economic Opportunity (DCEO) funds for the Village of Oak Park for costs associated with street resurfacing infrastructure improvements. As approved in the Fiscal Year 22 and Fiscal Year 23 Budgets, the Village will utilize these State funds for the 22-2 Resurfacing of Various Streets project and the Madison Street Streetscape project. This Grant Agreement defines the terms of the grant and allows for the Village to move forward with bidding on the Madison Street project.

Background
In 2021 the State of Illinois approved $3 million dollars in DCEO funds for the Village of Oak Park for costs associated with street resurfacing infrastructure improvements. In 2022 the Village submitted the formal grant application to use these funds to partially fund the 22-2 Resurfacing of Various Streets project and the Madison Street Streetscape project. In 2022 the State approved the scope of the 22-2 Resurfacing of Various Streets project and authorized the Village to move forward with this project while the Village and DCEO worked on the formal grant agreement for all of the funds. The DCEO has approved the scope of the proposed Madison Street Streetscape project and has now prepared the formal grant agreement to use the $3 Million for both projects.
The 22-2 Resurfacing of Various Streets project is anticipated to be completed in late June of this year. Now that the DCEO has approved the Madison project and prepared the grant agreement, staff anticipates bidding the Madison project in early summer, pending Illinois Department of Transportation review and approval due to separate REBUILD Illinois funds that are being used on this project.
The Grant agreement for these DCEO funds defines the terms and conditions of the grant, reporting requirements, etc. The Village will pay for construction costs upfront and be reimbursed by the State.
Fiscal Impact
The Fiscal Year 23 Budget includes $3 Million in State DCEO Grant revenues for funding the 22-2 Resurfacing of Various Streets project and the Madison Street Streetscape project in the Capital Improvement Fund, Public Works - Engineering, Grant Revenue account no. 3095.43480.101.431400. These grant revenue funds will be used to offset Capital Improvement Fund expenses for the two projects in the Capital Improvement Fund, Public Works - Engineering, Local Street Resurfacing account no. 3095.43480.101.570951 and Streetscaping account no. 3095.43780.101.570959. The 22-2 Resurfacing of Various Streets Project is utilizing $1,750,000 in the DCEO funds and the Madison Street Streetscape project will use $1,250,000 in the DCEO funds.
DEI Impact
The DCEO funds have a goal of utilizing 28% of the $3,000,000 in grant dollars for using minority-owned businesses (18%) and women-owned businesses or persons with disabilities-owned businesses (10%).

At the April 4, 2022, Village Board meeting, the Village Board approved the submission of a Uniform Application for State Grant Assistance with the Illinois Department of Commerce and Economic Opportunity (DCEO) for the 2022 Resurfacing of Various Streets project and the Madison Street Streetscape Project.
