The President and Board of Trustees welcome you. Public comments may be made by  
individuals at the beginning of the meeting, as well as when agenda items are discussed.  
If you wish to provide public comment, complete the "Instructions to Address the Village  
Board" form which is available at the back of the Chambers and present it to the Village  
Clerk at the Board table. When recognized, approach the podium and state your name  
first. If you wish to provide comment by virtual means, contact the Village Clerk's Office  
prior to 5:00 p.m. on the day of the meeting by calling 708-358-5670 or by email to  
publiccomment@oak-park.us. Your camera must remain on while speaking. Please  
limit your remarks to three minutes.  
Instructions for Non-Agenda Public Comment  
Non-agenda public comment is a time set aside at the beginning of a meeting for  
individuals to speak about an issue or concern that is not on that meeting's agenda. It is  
not intended for a dialogue with the Board. Non-agenda public comment is limited to 30  
minutes with a limit of three minutes per person. If non-agenda public comment exceed  
30 minutes, public comment will resume after the items listed under the regular agenda  
are complete. See instructions above on how to provide public comment.  
Instructions for Agenda Public Comment  
Comments are three minutes per person per agenda item with a maximum of three  
agenda items on which an individual may speak. In addition, the Village Board permits a  
maximum of five persons to speak on each side of any one topic which is scheduled for  
or has been the subject of a public hearing by a designated hearing body. These items

Overview:  
This is a motion to approve a proclamation on behalf of Village President Vicki  
Scaman honoring the life of Frances “Fran” Sullivan.

Overview:  
Calendars are presented to the Board for the purpose of highlighting meeting  
topics. These topics are based on the adopted Village Board Goals and/or  
previous Village Board direction.

This section is intended to be informational. If there are approved minutes from a recent  
Committee meeting of the Village Board, the minutes will be posted in this section.  
VIII. Citizen Commission Vacancies  
This is an ongoing list of current vacancies for the Citizens Involvement Commissions.  
Residents are encouraged to apply through the Village Clerk’s Office.  
IX. Citizen Commission Appointments, Reappointments and Chair Appointments  
Names are forwarded from the Citizens Involvement Commission to the Village Clerk and  
then forwarded to the Village President for recommendation. If any appointments are  
ready prior to the meeting, the agenda will be revised to list the names.

Board and Commission Vacancy Report for June 23, 2026  
Overview:  
This report lists the expected number of members, current number of members  
seated and number of active vacancies for the Village’s 18 citizen boards and  
commissions. There are currently 16 vacancies.

A Resolution Approving a Task Order with Baxter & Woodman, Inc. for  
Professional Engineering Services for Chlorine Conversion at the North,  
South and Central Pump Stations in an Amount Not to Exceed $92,000  
and Authorizing its Execution

Overview:  
The Engineering Division requested a proposal Baxter & Woodman, Inc. to  
provide design engineering for Chlorine Conversion at the North, South and  
Central Pump Stations. Baxter & Woodman has previously managed pump  
station improvements in the Village and is most qualified to perform these  
services. Design work is planned to start in May for this project, with the  
intention of producing plans and specification for construction under a separate  
contract in 2027.  
A Resolution Approving the Release of the Draft Program Year (PY26)

Overview:  
To meet the requirements mandated by the U.S. Department of Housing and  
Urban Development, the Village of Oak Park is required to prepare an Annual  
Action Plan.  
A Resolution Approving an Intergovernmental Agreement between the  
Village of Oak Park and the Park District of Oak Park for Equipment and  
Vehicle Sharing and Authorizing its Execution  
Overview:  
The Village and the Park District each maintain fleets of specialized vehicles  
and equipment. At times, one agency requires a vehicle or piece of equipment  
that the other already has available. The Park District of Oak Park is willing to  
formalize this cooperative arrangement through an Intergovernmental  
Agreement (IGA). The attached IGA is presented for authorization.  
A Resolution Approving the Engagement of an Additional Law Firm for  
Legal Services to be Performed on Behalf of the Village of Oak Park

Overview:  
Since 2012, it has been standard protocol for the Village Manager to bring  
engagements for contractual legal services to the Village Board for  
authorization from time to time.  
A Resolution Approving the Submission of an Assistance to Firefighters  
(AFG) Grant Application to the United States Federal Emergency  
Management Agency (FEMA)

Overview:  
The Federal Emergency Management Agency (FEMA) released a call for  
applications for the 2026 Assistance to Firefighters (AFG) grant program.  
A Motion to Concur with the Transportation Commission’s  
Recommendations for Traffic Calming at the 100 Block of North Lombard  
Avenue  
Overview:  
At the May 11th Transportation Commission (TC) meeting, the TC reviewed a  
traffic calming petition at the 100 block of N Lombard Avenue. The TC voted to  
concur with the staff recommendations to install the recommended mid-block  
pinch point in addition to targeted speed enforcement. Pending Board approval,  
the pinch point will be installed with the upcoming Bike Boulevard project.  
A Motion to Concur with the Transportation Commission’s  
Recommendations for Traffic Calming at the 500-600 Block of Belleforte  
Avenue

Overview:  
At the April 13th Transportation Commission (TC) meeting, the TC reviewed a  
traffic calming petition at the 500-600 block of Belleforte Avenue. The TC voted  
to concur with the staff recommendations for temporary speed feedback  
signage and high visibility crosswalk markings, and added recommendations  
for a mid-block pinch point, target enforcement, and installing no parking here to  
corner signage. Pending Village Board concurrence, the paint-and-post  
pinch-point will be installed as part of the upcoming 26-15 Bike Boulevards  
project. Other recommendations will be implemented by Public Works crews.  
XIV. Regular Agenda  
A Motion to Select a Preferred Construction Delivery Method for the Oak  
Park Municipal Campus Project and Direct Staff to Begin Soliciting  
Qualifications for Accompanying Services

Overview:  
While JLK, Dewberry, and the team of consultants work to complete schematic  
design, Village staff, with the assistance of the schematic design team, wanted  
to take the opportunity to present commonly used construction delivery  
methods and their corresponding services. There are four types of construction  
delivery methods that will be presented: Design-Bid-Build (DBB), Design-Build  
(DB), Public-Private Partnerships (P3), and Construction Manager at Risk  
(CMAR). The schematic design team recommends choosing a construction  
delivery method for the Police Department for the first phase of construction, at  
this time, and then evaluating construction delivery methods for each phase of  
Village Hall improvements as the scope of those subsequent phases is  
clarified.
