The President and Board of Trustees welcome you. Public comments may be made by  
individuals at the beginning of the meeting, as well as when agenda items are discussed.  
If you wish to provide public comment, complete the "Instructions to Address the Village  
Board" form which is available at the back of the Chambers and present it to the Village  
Clerk at the Board table. When recognized, approach the podium and state your name  
first. If you wish to provide comment by virtual means, contact the Village Clerk's Office  
prior to 5:00 p.m. on the day of the meeting by calling 708-358-5670 or by email to  
publiccomment@oak-park.us. Your camera must remain on while speaking. Please  
limit your remarks to three minutes.  
Instructions for Non-Agenda Public Comment  
Non-agenda public comment is a time set aside at the beginning of a meeting for  
individuals to speak about an issue or concern that is not on that meeting's agenda. It is  
not intended for a dialogue with the Board. Non-agenda public comment is limited to 30  
minutes with a limit of three minutes per person. If non-agenda public comment exceed  
30 minutes, public comment will resume after the items listed under the regular agenda  
are complete. See instructions above on how to provide public comment.  
Instructions for Agenda Public Comment  
Comments are three minutes per person per agenda item with a maximum of three  
agenda items on which an individual may speak. In addition, the Village Board permits a  
maximum of five persons to speak on each side of any one topic which is scheduled for

Overview:  
This report lists the expected number of members, current number of members  
seated and number of active vacancies for the Village’s 18 citizen boards and  
commissions. There are currently 21 vacancies.

Names are forwarded from the Citizens Involvement Commission to the Village Clerk and  
then forwarded to the Village President for recommendation. If any appointments are  
ready prior to the meeting, the agenda will be revised to list the names.

Overview:  
Board and Commission Information  
Aging in Communities Commission | The Aging in Communities Commission  
was created to advise the Village Board in its efforts to address the evolving  
needs and interests of our changing demographic and to develop a  
community-wide lens to identify not just a set of plans, programs, procedures,  
and services but also an inclusive awareness and approach that facilitates  
livability for everyone.  
Disability Access Commission | The Disability Access Commission advises the  
Village Board on public policies to facilitate full participation in community  
activities by persons with disabilities into the mainstream of Oak Park life be  
recognizing that persons with disabilities can lead proud and productive lives, to  
promote universal access throughout the Village and to heighten public  
awareness to the needs of Villagers with disabilities.  
Community Development Citizens Advisory Committee | The Community  
Development Citizens Advisory Committee formulates recommendations to the  
Village Board for the annual allocation of Federal Community Development  
Block Grant funds for public service, administration, property and infrastructure  
improvements, and economic revitalization activities targeted to low- and  
moderate-income individuals.  
X. Consent Agenda  
An Ordinance Authorizing the Sale of Surplus Vehicles and Equipment  
Owned by the Village of Oak Park

Overview:  
Village departments have vehicles and equipment that may be disposed of once  
they are no longer useful to the Village. These vehicles and equipment will be  
reassigned, donated, sold at auction, traded in, consigned, or disposed of as  
scrap.  
A Resolution Approving a Construction Agreement with The Baltimore &  
Ohio Chicago Terminal Railroad Company for Construction of the 2025  
Bridge Repair Project Over the Railroad’s Property in an Amount not to  
Exceed $41,494 and Authorizing its Execution

Overview:  
The Village is required to enter into an agreement with the Baltimore & Ohio  
Chicago Terminal Railroad Company for the 2025 bridge repair project  
occurring over the railroad’s property. The agreement is required to allow for the  
current bridge repair project to proceed for the repair work on the Home, Oak  
Park, East, and Lombard Avenue bridges over I-290 and also includes Austin  
Boulevard for any future planned work.  
A Resolution Authorizing the Execution of an Intergovernmental  
Agreement with the State of Illinois for the Municipal Maintenance of  
State Highways

Overview:  
The Village and the State of Illinois have historically entered into an  
Intergovernmental Agreement (IGA) for the Village maintenance of State  
highways within the Corporate limits of Oak Park. This item would renew the  
existing ten-year agreement with the State.  
A Resolution Approving a Professional Services Agreement with Sterns,  
Conrad and Schmidt, Consulting Engineers, Inc. for the Development of  
a Waste Characterization Study in an Amount not to exceed $83,560 and  
Authorizing its Execution

Overview:  
The Environmental Services Division issued an RFP on January 29, 2025 for a  
Waste Characterization Study which will identify the composition of residential  
waste streams in Oak Park and provide staff with recommended viable  
strategies for meeting the waste diversion and reduction needs, goals, and  
priorities of the Village. The proposal from SCS Engineers was determined to  
be the most appropriate bid for the project based the firm's extensive  
experience and pioneering methodology.

An Ordinance Amending Chapter 2, Article 19 (“Community  
Relations Commission”) Of The Oak Park Village Code Regarding  
The Community Relations Commission’s Establishment;  
Composition and Duties and Functions  
Overview:  
The proposed Ordinance amends the Village Code provisions regarding the  
Community Relations Commission to reflect a modern vision for the  
Commission that aligns with the Village Board’s vision for Diversity, Equity and  
Inclusion, and complements the work performed by Community Relations staff  
and the Office of Diversity, Equity and Inclusion.
