Overview:  
This is a motion to approve Village President Vicki Scaman proclaiming  
September 2025 as National Hunger Action Month in the Village of Oak Park,  
recognizing the impact of hunger on millions of Americans, the prevalence of  
food insecurity in Chicago and Oak Park, and honoring the vital work of  
organizations such as the Greater Chicago Food Depository and Beyond  
Hunger in addressing this urgent need.  
A Motion to Approve a Proclamation Designating September 2025 as  
Suicide Prevention Awareness Month in Oak Park, IL.

This is a motion to approve Village President Vicki Scaman proclaiming  
September 2025 as Suicide Prevention Awareness Month in the Village of Oak  
Park, recognizing the importance of raising awareness, reducing stigma, and

Overview:  
This report lists the expected number of members, current number of members  
seated and number of active vacancies for the Village’s 18 citizen boards and  
commissions. There are currently 16 vacancies.

The mission of the Citizen Involvement Commission is to foster citizen  
participation in the Village's various boards, commissions, and committees,  
and to encourage volunteer participation in Village government and its activities.  
XI. Consent Agenda  
An Ordinance Granting an Extension of the Time for the Issuance of a  
Building Permit to December 18, 2025, to Construct a Townhome  
Development at 427 Madison Street Pursuant to an Approved Special  
Use Permit by Ordinance 24-129

Overview:  
The Applicant, 427 Madison, LLC, is requesting a six (6) month extension to  
obtain a building permit pursuant to an approved special use permit to construct  
a six (6) unit townhome development at the premises commonly known as 427  
Madison Street, in the NC Neighborhood Commercial Zoning District.  
Concur with the Historic Preservation Commission and Adopt an Ordinance  
Authorizing the Revised Historic Preservation Guidelines for Roofing - Solar  
Panels

Overview:  
The Historic Preservation Commission recommends that the Village Board  
adopt an Ordinance Authorizing amendments to Requirements for Roofing -  
Solar Panels of the Historic Preservation Guidelines (p-123 and p-124).  
A Resolution Approving a Contract with Lyons Electric Company, Inc. for  
Project 25-14, Garfield Traffic Signal Upgrade, in an Amount Not to  
Exceed $116,000 and Authorizing its Execution  
I.  
Overview:  
Bids were opened on August 28, 2025 for Project 25-14, Garfield Traffic Signal  
Upgrade. The Village received one bid for this project from Lyons Electric  
Company in an amount of $116,000, which is under the budgeted amount for  
the project and represents a competitive bid. The work includes traffic signal  
improvements to add left turn arrows to eastbound Garfield at Oak Park Avenue  
to improve traffic flow on Garfield primarily during AM peak times which will  
reduce traffic congestion on Garfield and hopefully discourage the use of  
alternative side streets.  
A Resolution Approving An Amendment To A Professional Services Agreement  
With T.Y. Lin International Great Lakes, Inc For The Completion Of An Electric  
Shuttle Feasibility Assessment To Change The Amount Not To Exceed From  
$58,114 To $65,732 And Authorizing Its Execution.

This amendment to the agreement with T.Y. Lin increases the contract amount  
by $7,618 to cover extending the timeline beyond the original scope.

A Resolution Authorizing The Submission Of A Special Projects  
Grant Application With The Illinois Department Of Human  
Services Office Of Community And Positive Youth Development  
For Supporting The Cross Community Climate Collaborative’s  
Youth Leadership Programming.  
Overview:  
A resolution authorizing the submission of a Special Project Grant Application to  
accept an awarded re-appropriations grant from the Illinois Department of  
Human Services of the monies remaining from the FY2025 appropriation in the  
amount of $187,216.  
Concur with the Housing Programs Advisory Committee and Adopt the  
Resolution Authorizing a Single-Family Housing Rehabilitation Loan  
(SFR-105)

Overview:  
The purpose of the Single-Family Housing Rehabilitation (SFR) Loan Program  
is to address and correct deteriorated and blighted homes throughout the  
Village. The eligible homeowner requests a deferred loan of $20,842 from the  
Village.

A Resolution Approving an Intergovernmental Agreement between the  
Village of Oak Park and the County of Cook for the Invest in Cook Grant  
for the 2026 Neighborhood Greenway Project in an Amount of $250,000  
and Authorizing its Execution

Overview:  
The Village received an Invest in Cook Grant in the amount of $250,000 to help  
fund the construction of the 2026 Neighborhood Greenway/Bike Boulevard  
project. The Intergovernmental Agreement (IGA) defines the terms and  
conditions of the grant and construction processes. The 2026 projects are  
currently being designed fall for construction to occur in the summer of 2026.  
The estimated cost for construction is $2.5M.

An Ordinance Amending Chapter 12 (“Housing”), Article 2 (“Residential  
Rental License”) And Article 6 (“Residential Tenant And Landlord  
Ordinance”), Section 4 (“Rental Agreements”) And Section 11 (“Security  
Deposits”) And Amending Chapter 13 (“Human Rights”), Article 5  
(“Unlawful Management Practices”), Section 1 (“Unlawful Management  
Practices; Regulations”) as reviewed by the Village Board at its June 17,  
2025 study session.

Overview:  
To further implement recommendations from the 2024 HOPE Fair Housing  
Study, staff developed the attached ordinance that amends the Village’s existing  
requirements for rental licensing by requiring a local property manager or agent,  
changing the manner in which the annual property owner management  
seminars are conducted, adding a section for the suspension and revocation of  
a rental license, and adding a section for the responsibilities of the property  
owners.
