Recommendation
Adopt the Resolution.

Background
The cyber security assessment project is part of the IT Strategic Plan and follows a substantial network and system reconfiguration with the completion of fiber wide-area-network project.

The assessment will evaluate all elements of the Village Information Technology environment using an objective measurement of information security that is based on risk and will provide security guidance information that is credible and fully aligns with industry standards and best practices, such as U.S. National Institute of Standards and Technology Framework for Improving Critical Infrastructure Cybersecurity and the Center for Internet Security.

Staff received 15 proposals and the three highest dollar amounts sought in the proposals ranged between $150,000 and $185,000. Securance's proposal is very thorough and complete at $53,816. Securance's proposal shows a depth of experience and knowledge with references from many nearby municipalities. Our reference check of Securance highlighted its expertise, competence, and overall qualifications to deliver an excellent work product.

Fund for this project is allocated in External Support (1001.41040.101.530667) which has an unobligated amount of $86,000.
