Background
Atticus Edison, LLC, DBA as Val's Halla Records ("Val's Halla") seeks a Coffee House and Teashop Class D-10-2 liquor license for the premises located at 239 Harrison Street. Val's Halla plans to incorporate a coffee house into its current record store retail operation at its business location.

As part of its business model, Val's Halla seeks the ability to serve alcoholic liquors at the coffee house it plans to operate. The Village currently has Coffee Bar and Teahouse Class D-10 liquor license classification which needs to be amended to incorporate Val's Halla's proposed business model as part of the classification. Currently, the Village does not have any Class D-10 liquor licensees which shows that the classification needs revision.
