Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. The Village Board also meets in special sessions from time to time. However, dates and times of Special Meetings can vary and may change.

Overview
Overview
SDOP Corp., owns the properties along Harlem Avenue from North Boulevard to Lake Street where the Gap and Old Navy stores are located. The Emerson Development is creating a new Maple Avenue where the previous parking lots existed. The Village is proposing to construct minor streetscaping in the landscaped easement area along the east side of SDOP's property to have it match the streetscape on the east side of the new street. The cost sharing agreement splits the costs of these improvements with the Village.

Fiscal Impact
The FY2017 budget includes $1,931,000 in the Capital Improvement Fund for streetscaping at the Emerson Development, account no. 3095-43780-101-570959 which will be used to fund this work which is estimated at $94,013. SDOP Corp. will reimburse the Village for half of these costs up to $50,000.

Background
The Emerson Development will be constructing a new Maple Avenue at the west side of the development where the Village's surface parking lots once were. Along the west side of the new street right-of-way there is a landscaped easement area owned by SDOP Corp. The Village requested that SDOP Corp. share in the costs of replacing the landscaped area with streetscaping materials so that it will match the proposed streetscape constructed by the Emerson Development on the east side of the new street.

The streetscape work generally includes replacing the existing landscape area with traditional concrete sidewalk, trees in tree pits, and replacing the existing low level lighting with salvaged lights from Westgate Street which will match the style of the proposed lights of the Emerson Development....
