Overview
Overview
The Engineering Division opened bids on September 14, 2017 for the Watermain Valves Replacement project. Seven contractors received proposal documents and two bids were received. The lowest responsible bid was submitted by Unique Plumbing Co., Inc., in an amount of $79,410. It is recommended to award the contract at the full budgeted amount of $100,000 so an additional valve location can be added.

Fiscal Impact
The costs for this project would be funded through the FY 2017 Capital Improvement Fund account no. 5040-43730-777-570707 which provides $100,000 for the watermain valve replacement program.

Background
In 2012 and 2013 the Water & Sewer Division of the Public Works Department contracted with M.E. Simpson Co., Inc. to exercise the approximately 1200 water vales in the drinking water distribution system. The valve exercising program identified a number of valves that were broken. Replacing the broken valves is a necessary improvement in order to maintain adequate fire flows and to ensure that water mains can be shut off in emergency situations or for scheduled maintenance. Valves proposed on this project are larger than those replaced by village forces and typically require larger equipment. This watermain valve replacement project includes replacing four valves and patching the pavements. Awarding in the full budgeted amount would add an additional valve in need of replacement.

Alternatives
The alternative to this recommendation could be to delay action to gain additional information.
