Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. The Village Board also meets in special sessions from time to time. However, dates and times of Special Meetings can vary and may change.

On May 7, 2018 the Village Board referred to the Board of Health a request to review Chapter 8 ("Business Licensing"), Article 6 ("Comprehensive Regulation of Tobacco Products") of the Oak Pak Village Code as it relates to the regulation of electronic cigarettes, vaping and specifically the popular e-cigarette produced by JUUL Labs which has been criticized for its appeal to children and teenagers. The Board of Health has completed their review and are submitting their recommendations regarding the use of E-Cigarettes among youth.

Staff Recommendation
The Health Director is recommending that the Village Board accept the motion.

The Health Department can support most of the recommendations made by the Board of Health. The Health Department received $20,000 through the Illinois Tobacco Free Community (ITFC) grant (July 1, 2018 - June 30, 2019) and this funding can help support staff time to work on vaping/e-cigarette research, education and to make progress in reducing e-cigarette use amongst Oak Park adolescents. Board of Health recommendations will be used as a resource when developing a strategy moving forward.

Note also that the Health Department has previously educated tobacco retailers on tobacco 21 by distributing an educational booklet with information on the Village's Tobacco 21 ordinance language and meeting each retailer individually. The Health Department can enhance/update the Tobacco 21 outreach to tobacco retailers in the coming year to educate the tobacco retailers on current and/or future ordinance provisions specific to vaping products/e-cigarettes.
