Overview
Overview
The adopted 2020-2024 Capital Improvement Plan includes the resurfacing of Austin Boulevard, Division Street, and North Avenue in the next 5 years. The North Central Council of Mayors recently released a call for projects to apply for Federal Surface Transportation Program (STP) funds for federal fiscal years 2021 to 2025. STP funds can only be used on roads within the Federal Highway system which are typically higher volume arterial streets. Of the upcoming planned projects on major roadways, the Austin Boulevard, Division Street, and North Avenue projects best fit the requirements associated with these STP funds and the scoring metrics for the grant applications.

Recommendation
Approve the Resolution.
Fiscal Impact
Should the Village receive the STP funds for any of these projects, STP funds would pay for approximately 80% of the eligible construction and construction management costs related to pedestrians, bicycles, and vehicles and the Village would be required to pay the 20% local match. Lighting is typically funded at a 50/50 match and other improvements which are not eligible for STP funds use local CIP funds or Water & Sewer funds for their installation.
Austin Boulevard is currently estimated at $1,200,000 for street resurfacing so the grant application will request $960,000 in STP funds for FY2022. Division Street is estimated at $2,376,000 in STP funds for FY2023. The North Avenue streetscape project is only eligible for safety enhancements on the Village's half of the roadway. The North Avenue work is estimated at approximately $3,500,000 so the grant application will request $2,800,000 for FY 2024.
